The council of Europ's 2017 winterschool on good local governance at MCI

Delegates from 14 different European countries spent a week at the Management Center Innsbruck to work on toolkits for Strategic Municipal Planning (SMP), Performance Management (PM) and Human Resource Management (HRM).

After several successful projects in the context of good local governance, the Council of Europe organized another Winterschool at the Management Center Innsbruck in March 2017; this time for experts on Strategic Municipal Planning (SMP), Performance Management (PM) and Human Resource Management (HRM). Jutta Gützkow, head of the Good Governance Division (Council of Europe) and Siegfried Walch, head of the department Nonprofit, Social and Health Management (MCI) welcomed 36 local government experts.

Herwig van Staa, president of the Tyrolean Parliament and former president of the Congress of Local and Regional Authorities of the Council of Europe formally opened the Winterschool 2017. Matthias Fink, representing the Euregio Tirol-Südtirol-Trentino and Christian Stampfer from the department for Strategy and Development of the region Tyrol presented best practice projects to the international group. Both speakers highlighted opportunities to use good local governance-tools for the implementation of cross border cooperation projects in the Euregio.

Discussions on how to shape a Strategic Municipal Plan by integrating relevant stakeholders (SMP) and how to create performance indicators that show a public initiative’s outcome (PM) marked the first days of the Winterschool. Furthermore, participants learnt to use effective recruiting tools in the public sector (HRM).
